In Beaufort County, applications for marriage licenses must be submitted at least 24 hours prior to the ceremony because of the 24-hour waiting period before issuance and the licenses must be picked up before the ceremony. Both parties must be present (no stand-ins or proxies). You must apply in person at either the Probate Court at the County Government Center in Beaufort or at the satellite office on Hilton Head Island (this by appointment only) located at 539 William Hilton Parkway. The price for a marriage license is $50 if both parties are Beaufort County residents, $75 if at least one person is a resident of South Carolina, and $95 if neither party is a South Carolina resident; and payment must be made in exact cash. Each party must be at least 18 to marry without parental consent and at least 16 with parental consent, and the state of South Carolina does not require blood tests or physicals. Ceremonies may be performed by a Notary Public or a minister; South Carolina has no Justices of the Peace.
The Probate Court Satellite Office is located at 539 Wm. Hilton Parkway, Hilton Head Island, SC (843-341-8413), and the Judge is available only Wednesdays or Fridays, 9am-2:30pm, by appointment only.
